Kutch is encircled by the barren Rann on one side and the sea on the other. It is known for perpetual scarcity. It is being constantly squeezed by frequent famines, so the ground water level is depleting very fast. Hence more and more villages are becoming abandoned. Salinity ingress is major problem and ground water is getting saline.
We all know that the villages are the backbone of economic development of the agricultural country like India. So we have to give priority to the rural development for the national prosperity.
In this context, the migration of people from the villages to cities in search of work creates many problems, like

Imbalance in the density of the population

Proliferation of slums

Problems of health and hygiene

Problems of unemployment

Problems of social unrest and loosing of identity

Moreover, Kutch being a border area needs people in the villages particularly around the boarder areas for safety.

Therefore it is absolutely necessary to make these villagers self-reliant.
